This incredibly rare Pokémon promo was given out in 2016 to attendees of the 20th Anniversary Countdown, an event held in Tokyo on October 19th of that year to celebrate the 20th anniversary of the TCG's birth. The artwork of this card features Sachiko Kobayashi, a Japanese singer and former member of the band Suzukisan. Part of the reason why this card is so sought after is because it was extremely difficult to get an invitation to this event. Only 100 applicants were selected to attend, and you had to live in Japan to be eligible for the invite. Also, most Pokémon promo cards are associated with tournaments or conventions, as opposed to celebratory events, adding another layer of interest to this particular printing. Of the 100 examples given to the attendees, this is one of only 28 of these cards to earn a PSA 10 grade. That low Pop. count combined with the rather unique distribution method and human subject on the front add up to one of the more notable, and scarce, Pokémon promos of the last decade.
